• Complete the transposition into Romanian Law of EIA Directives;


• Design and implement at central and regional levels internal procedure for administering and enforcing the transposed legislation (including the new permitting procedure and collection, processing, reporting and dissemination of environmental information);


• Develop central, regional and local environmental administration structures capable of applying the EIA procedures flexibly and in a result-oriented manner;


• Performing cost evaluation and financial planning for EIA Directive implementation in Romania;


• Improve awareness and understanding of the European Union's requirements for public participation in regard to EIA;


• Developing and implementing training sessions on EIA related matters.
