Landfill Gas Extraction and Reuse

Objectives

The feasibility study aims at the coverage of landfills, extracting and processing biogas to produce electricity and the supply of this electricity to the local customers. The scope of study is the landfill of Bucharest in detail and the repetitive potential in Romania on a general level.

If the project turns out to be feasible and is implemented, it will contribute to the following environmental objectives:

  • global CO2 emission reduction and therefore to the national and global policy objectives concerning Global Warming;
  • generating green labels, which meets the objectives of the Dutch Energy Companies (producing 1.7 billion kWh green electricity by the year 2000);
  • increase of sustainable energy resources;
  • contribute to the energy demand in Romania by adding a sustainable resource.

The three objectives from an economic point of view are:

1. Creating a market for Dutch companies in Romania
Romania has increasing environmental awareness and a growing market for environmental technology and knowledge. With this study Dutch companies could be contributing to the further development of the Romanian environmental market.
2. Creating a market for Dutch companies in Eastern Europe
The acquired knowledge and experience of the pilot project in Romania could be used for similar projects in other Eastern European countries.
3. Integration of environmental and economic interests
The overall objective of this project is to produce Green Electricity by using biogas.

Continuing financing

Realisation of the project will require an investment of approximately DFL 2.5 million. The owner of the landfill or/and the owner of the local electricity distribution net will make the investment in co-operation with the ENW Power. It is thought that the three mentioned actors can participate in the investment. The definition of the organisation of the investors is part of the feasibility study.

The following sources could be used for continuing financing:

1. beneficiaries (green) electricity: the electricity will be sold to electricity companies at market value. The total benefit of the electricity represents a value of half the investment (1.25 million DFL) over a period of max 10 years;
2. Green labels: the generated green electricity can contribute to the sustainable targets of Dutch energy companies. Depending on the current demand of Green labels and the perspective of exporting green labels (to be judged by ENW Power) the green electricity represents a specific added value;
3. Joint implementation: the contribution of the project to the global warming impact and the specific bilateral agreements between the Romanian and Dutch governments makes the project eligible for Joint Implementation funding.
